Scope of Work

Global Maritime has a long-standing relationship with Petrogas E&P Netherlands (PEPN). After providing marine warranty services for the challenging removal of the collision-damaged Halfweg Platform in 2018, GM was appointed to support PEPN with their next phase of decommissioning, namely the Helm, Helder, Hoorn, Horizon and Haven platforms, located in the Q1 and P9 blocks of the Dutch North Sea. The platform removal contractor was HMC and the platforms were successfully removed by SSCV Thialf in 2023 and 2024.

One of the key challenges faced by PEPN in preparation for this decommissioning program was lack of historic platform information and weight data. PEPN commissioned pre-tender weight reconciliation work which Global Maritime reviewed to advise on key areas which tenderers should address to mitigate uncertainty in the removal weight estimates. This is a critical area in the early stage of decommissioning projects, providing a key parameter in the development of the removal plans.

Global Maritime provided further consultancy to PEPN during the removal contractor tender review process, using our extensive experience in decommissioning to our client’s advantage.

Outcome – Results and Deliverables

The platforms were initially planned to be removed in a staggered approach between 2023 and 2027; however, this plan was later revised with the aim to have all platforms removed by 2024 year-end. Good communication, regular interfaces between PEPN, GM and HMC as well as good collaboration and teamwork allowed to accelerate the program and meet this ambitious target.

One of the key challenges for the offshore execution phase was that the removals took place between the months of September and November. Global Maritime proposed to include several options for weather restricted operational reference periods in the offshore removal manuals, to give HMC as much flexibility as possible during offshore decision-making. This was recognised by HMC to have contributed to the successful completion of the offshore campaigns in both 2023 and 2024 within and ahead of schedule respectively.
